By designating Sunday as a dedicated parcel, medicine, and express mail delivery day — separate from the regular 5-day letter route — CHAPPS adds a full coverage day to the weekly schedule without adding overtime to any carrier's clock.
The 3-Bid rotation covers every day. No carrier exceeds 40 hours. No overtime is paid. The mail never stops.
All letter carriers must clock in between 12:00am and 8:00am. This 3-hour window ensures coverage begins well before peak delivery hours.
Every carrier must have a mandatory 16 hours of Rest & Recuperation between shifts — every single day. No exceptions. Built into the schedule.
No carrier on the 12am–12pm clock may begin their shift later than 8:00am. Early starts clear the roads before rush hour — reducing traffic city-wide.
Letter carriers under CHAPPS do not have split or irregular days off. Their rotation is clean, consistent, and planned — no scrambling for coverage.

Every CHAPPS postal operation runs with 20 primary workers per shift and 2 replacement workers per shift. Replacement workers must have the same capability as the tour workers they cover — they are trained equivalents, not backup labor.
