The current postal system struggles to achieve consistent 7-day delivery because its scheduling model was never designed for it. CHAPPS solves this by creating what no traditional calendar offers — an effective 8-day scheduling week.

By designating Sunday as a dedicated parcel, medicine, and express mail delivery day — separate from the regular 5-day letter route — CHAPPS adds a full coverage day to the weekly schedule without adding overtime to any carrier's clock.

The 3-Bid rotation covers every day. No carrier exceeds 40 hours. No overtime is paid. The mail never stops.

The CHAPPS Clock System for Letter Carriers

3-Hour Window

All letter carriers must clock in between 12:00am and 8:00am. This 3-hour window ensures coverage begins well before peak delivery hours.

16-Hour RR Required

Every carrier must have a mandatory 16 hours of Rest & Recuperation between shifts — every single day. No exceptions. Built into the schedule.

Latest Start: 8:00am

No carrier on the 12am–12pm clock may begin their shift later than 8:00am. Early starts clear the roads before rush hour — reducing traffic city-wide.

No Split Days Off

Letter carriers under CHAPPS do not have split or irregular days off. Their rotation is clean, consistent, and planned — no scrambling for coverage.

Two Types of Holidays — Two Different Rules

Non-Major Holidays 5 Per Year

On non-major holidays, the letter carrier delivers their regular route as normal. There is no change to the delivery schedule. In addition to their standard pay, the carrier receives:

  • Regular route compensation
  • + 8 additional hours of holiday pay
  • Holiday pay is built into the hourly rate
  • No special form required — clocked automatically

Major Holidays 6 Per Year

On major holidays, the regular work day is cancelled. It is replaced with a Sunday Schedule — only three types of delivery are made:

  • Parcels
  • Medicine
  • Express mail

The 6 Major Holidays:

  • New Year’s Day
  • Memorial Day
  • Independence Day
  • Labor Day
  • Thanksgiving
  • Christmas

The regular letter route is not delivered. The carrier works the Sunday-equivalent schedule and is compensated accordingly — no lost pay, just a restructured day.

Career Replacement Workers — A Clear Path Forward

Every CHAPPS postal operation runs with 20 primary workers per shift and 2 replacement workers per shift. Replacement workers must have the same capability as the tour workers they cover — they are trained equivalents, not backup labor.

Holiday pay is included in the replacement worker's hourly rate from day one
Once the replacement worker earns a bid, holiday pay moves from hourly to their benefits category
No money is lost in the transition — it simply moves to where it belongs
Seniority-based bid process provides a clear, fair path to full career status
120 hrs of quarterly stipend: 10% goes to church tithe — tax-free
120 hrs of quarterly benefits: 10% goes to CHAPPS usage — non-taxable

CHAPPS Reduces Traffic

Because all letter carriers clock in between 12am and 8am, they are off the road before peak commute hours. This is not a side benefit — it is a designed outcome. Fewer vehicles during rush hour means safer roads, lower accident rates, and reduced city-wide congestion. A pay system that helps fix traffic. It has never been done before.
