Flexis — also known as part-time flexible workers, temps, or replacement workers — are the category historically most vulnerable to wage manipulation, benefit denial, and schedule abuse. They're called in when needed and sent home when not. They work the same jobs as full-time workers but receive a fraction of the protections.
Employers use Flexis to avoid paying overtime to full-time workers, to avoid filling permanent positions, and to maintain a pool of workers who can be disposed of without the same legal or contractual obligations. Their hours are unpredictable, their benefits non-existent, and their path to retirement nearly invisible.
Under the traditional system, a Flexi may work the same hours as a full-time worker on any given week but receive none of the same documentation, protections, or retirement contributions.
Under CHAPPS, Flexis receive the exact same pay structure as full-time workers — the 10/10/10/10 split — but scaled proportionally to the actual hours worked in each pay period. If a Flexi works 20 hours in a week, they receive 5 hours of Benefits, 5 hours of Stipend, 5 hours of Next Year's Salary, and 5 hours of This Year's Salary.
No worker is exempt from CHAPPS protections. The framework doesn't ask how many hours you are scheduled. It asks how many hours you worked — and it documents and categorizes every single one of them.
Under CHAPPS, every Flexi hour is documented. Every benefit accrues. Every retirement contribution accumulates. The same system. The same structure. The same protection.

Pro-rated from first qualifying hour. Accrues in proportion to hours worked each pay period. Once 3 years of qualifying service are reached, the full 160-hour annual entitlement applies at the equivalent full-time rate.
Pro-rated sick leave accrues from the first qualifying period. No cap on balance. Carries over every year regardless of hours worked. No Flexi should face financial ruin because illness forced them to miss a call-in shift.
When a Flexi works on a recognized CHAPPS holiday, they receive holiday pay documentation under the same structure as full-time workers — all 11 holidays, Major and Non-Major, are recognized for Flexis who work those dates.
